Two people have life-threatening injuries so the death toll could rise, they said, as scores of firefighters combed through the wreckage in the house, which was used by an Evangelical Church popular with Haitian immigrants.
The governor of the Seine-Saint-Denis region, part of the suburbs of Paris, Christian Lambert said 32 people had been hurt when the first floor of the house collapsed.
He said the toll could have been much higher if anyone had been on the ground floor, adding that an inquiry had been launched into safety standards at the church.
